  1. Knowledge or experience in federal and state water quality regulations such as the federal Clean Water Act, the Porter-Cologne Water Quality Act, the California Environmental Quality Act and the National Environmental Policy Act.
  2. Knowledge or professional work experience in the areas of watershed and habitat assessment, hydrology and/or geomorphology.
  3. Experience with the Dredge or Fill Permitting Program.
  4. Leadership and/or supervisory experience.
  5. Strong organizational and planning skills, with the ability to juggle multiple projects, deadlines and competing priorities.
  6. Experience writing or editing regulatory or scientific documents.
  7. Strong communication skills with the ability to make effective presentations to management, the State and Regional Water Boards, and the public.
  8. Ability to work effectively with a wide array of agency representatives and internal /external stakeholders.
  9. Experience involving meeting facilitation, stakeholder outreach and coordination, and environmental negotiation.
  10. Be self-motivated, diligent, resourceful, and have good work ethics.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using Arial size 12 pt. font , and normal margins.

Answer all of the following questions, provide examples, and information about months of experience:

1. Describe your knowledge and/or experience with the Dredge or Fill Permitting Program.

2. Describe your practical understanding and experience with water quality control laws and regulations, including relevant federal, state, and local requirements, and how you have applied them in your work.

3. Describe your knowledge or professional work experience related to environmental science, in particular watershed and habitat assessment, hydrology and/or geomorphology.

4. Describe your experience supervising or leading the work of individuals or a team.

5. Describe your experience juggling multiple projects, deadlines and competing priorities.

6. Provide examples of your ability to communicate effectively both orally and in writing, including your experience in making presentations and leading meetings and workshops.

7. Describe your experience working with federal, state, and local agencies, as well as engaging with the regulated communities and the public.
